Freeware Software Download

Anyone know of any good, freeware software for using webcams for pictures and videos?

Basically looking for general and freeware software that allows you to use practically any webcam for taking pictures and videos(doesn't need to be anything fancy like live streaming). This is for someone else whose product type of webcam I have no idea and that's why I'm looking for a general product. I forgot to mention it needs to work on Vista. Windows XP and Vista is preferable but the former is needed.
