What is the best free photo editing software?

I would love to use photoshop but cant afford it. Is there a free software download that offers some of the same features?

But the most popular free program that a lot of people use because it is really great and gives a lot of features like photoshop is GIMP. GIMP is the most Widespread and what you should definitely opt for when going for a free program. You can create high quality projects just using this free program. It is almost like photoshop so you get almost the same feel, and everybody knows photoshop is the best editing software but you have to pay. There are a number of tools that allow you to put the image of a face into other photos for some fun creations.
