What you ask (as shareware) is really hard to find. This is usually the sort of tool you would expect to find available for network technicians, and is usually quite expensive (ever notice that software for running businesses is usually too expensive for casual use by ordinary people?)... Hope there is a solution in the bunch somewhere. Also, check out C-Net for a ton of shareware programs.
2. usually who ever the connection provider may be ( data one , reliance , satyam tata indicom, etc) they will give you id and from their main page itself you can find the usage of net , if you are not satisfied with their accounts then you can go for external (third party softwares) ones , but they are not for free and they will slow down your sys, so i will suggest you to stick with the connection provider himself Hope it helped you out
